Try the above link to the correct Manual for your fork also ensure that when you have the cartridge out of the fork that the rebound assembly can be seen to move

The glide ring that is on the rebound shaft head if this isdamaged then the oil will pass the ring and not go thru the rebound mechanism

With regards to your rebound problem if you have just serviced them have you put in the correct weight of oil too thin an oil will make the rebound speed up or if you have not put in the correct volume of oil this too can affect the rebound.Alternatively you may have a damaged glide ring ....Hope some of this helps..
